The Georgia EPD General Industrial Stormwater Discharge Permit has been reauthorized, and becomes effective on June 1, 2017. More information is located at http://epd.georgia.gov/npdes-industrial-storm-water-general-permits. Georgia EPD will begin accepting Notices of Intent and No Exposure Exclusion forms with permit reissuance on June 1, 2017. It is noted that Georgia EPD is moving to online form submittal (no paper copies accepted) for renewal of coverage. The Illinois EPA General Industrial Stormwater Discharge Permit, which expired on April 30, 2014, was reauthorized on April 5, 2017. New applicants should submit a Notice of Intent to the Illinois EPA, and existing permittees should update their Stormwater Pollution Prevention Plans. The reauthorized General Permit (Storm Water Industrial Activity Permit ILR00) can be downloaded here: http://www.epa.illinois.gov/topics/forms/water-permits/storm-water/industrial/index. Multi-Sector General Permit (MSGP) Status Update for 2016
ADEQ is in the process of preparing a draft 2016 Multi-Sector General Permit (MSGP) to succeed ADEQ’s Non-Mining MSGP (Permit No. AZMGSG2010-002) and Mining MSGP (Permit No. AZMGSG2010-003) that became effective on February 1, 2011. The 2011 Non-Mining and Mining MSGPs have been administratively continued as of January 31, 2016. The current 2011 MSGPs will remain in force and effect until the new general permit is issued. Eligible new stormwater dischargers may obtain coverage under the administratively continued 2011 MSGP by submitting a paper copy of the Notice of Intent (NOI) Form with an original signature or by submitting the NOI electronically using ADEQ’s SMART NOI. South Carolina Industrial Stormwater General Permit (SCR000000) expired on January 1, 2016. Language in part 1.3.2 of SCR000000 allows the permit to remain in force until it is renewed. Facilities are not required to take any action at this time. A recertification Notice of Intent will not be required for existing coverage holders. In most states, EPA delegates the authority for regulating stormwater discharge to the states themselves. In four states, however, the federal Multi-Sector General Permit (MSGP) applies where EPA remains the NPDES permitting authority, including Idaho, Massachusetts, New Hampshire and New Mexico (as well as in the District of Columbia). EPA’s 1990 stormwater regulations established NPDES permit requirements for “stormwater discharges associated with industrial activity.” EPA issued the most recent MSGP for stormwater discharges associated with industrial activity on June 4, 2015. Any regulated facility with discharges in these states should have applied (or should apply) for coverage under the most recent NPDES permit.
