The current EPA Multi Sector General Permit (MSGP) expired in September 2013, and EPA doesn’t expect to have a new stormwater discharge permit authorized until well into 2014. For new facilities, a new Notice Of Intent (NOI) cannot be submitted until the new permit is authorized. Facilities that have industrial discharges still have to operate in accordance with the expired (2008) permit. A letter needs to be submitted to EPA stating that the facility will operate according to the expired 2008 MSGP.
